If you're shopping for pot lights in Ontario, you'll see "IC Rated" on almost every product listing. But what does it actually mean, and do you legally need it? Short answer: almost certainly yes.

What Does IC Rated Mean?

IC stands for Insulation Contact. An IC-rated pot light is tested and certified to operate safely when insulation (fibreglass batts, blown-in cellulose, spray foam) is in direct contact with the fixture housing.

  • IC Rated — Insulation can directly touch the fixture. The light is designed with thermal protection that shuts it off if it overheats.
  • Non-IC Rated — Insulation must be kept at least 3 inches away from the fixture on all sides. This requires building a dam or box around each pot light in the attic.

Why It Matters for Fire Safety

Pot lights generate heat. When insulation — which is literally designed to trap heat — presses against a fixture not designed for it, temperatures can build to dangerous levels. This is a documented cause of house fires in Canada.

The IC rating means the fixture has been tested to withstand direct insulation contact at operating temperatures without exceeding safe limits. It's tested by ETL or UL to rigorous standards.

What Ontario Code Requires

The Ontario Electrical Safety Code (OESC), based on the Canadian Electrical Code (CEC), is clear:

Rule 30-900: Recessed luminaires installed in insulated ceilings must be of a type approved for direct contact with insulation (IC type), OR insulation must be kept at least 75mm (3 inches) away from the fixture.

In practice, virtually every ceiling in an Ontario home is insulated:

  • Attic ceilings (always insulated)
  • Cathedral ceilings (insulated between rafters)
  • Basement ceilings (often insulated as part of finishing)
  • Exterior walls with bulkheads (insulated)

The only ceilings typically NOT insulated are those between floors within a heated space (e.g., between the main floor and second floor of a home). Even then, many builders install sound insulation, which code treats the same as thermal insulation.

Bottom line: If there's any insulation near or above your pot lights, IC-rated fixtures are required by code.

The Modern Solution

Here's the good news: all slim LED pot lights are inherently safer than old incandescent recessed cans.

Traditional pot lights used 65-100W BR30 or PAR30 incandescent bulbs that generated significant heat. Modern slim LED pot lights use 7-12W and produce a fraction of the heat. That said, the IC rating is still required by code — and all our slim LED pot lights carry it.

What About AT (Air Tight) Rating?

You'll sometimes see "AT" alongside IC. Air tight means the fixture prevents air leakage through the ceiling penetration. This is important for:

  • Energy efficiency — Prevents heated air from escaping into the attic
  • Moisture control — Reduces warm, moist air reaching the cold attic where it can cause condensation and ice damming
  • Building code compliance — Ontario Building Code requires air-tight construction, and ceiling penetrations are a significant source of air leakage

What Happens at ESA Inspection?

When a licensed electrician pulls a permit for pot light installation in Ontario, the ESA (Electrical Safety Authority) inspector will verify:

  1. All fixtures are IC rated (marked on the product)
  2. All fixtures are ETL or UL listed
  3. Proper wire connections (inside approved junction boxes)
  4. Correct wire gauge for the circuit (14 AWG for 15A, 12 AWG for 20A)
  5. Circuit loading doesn't exceed safe limits

Non-IC fixtures in an insulated ceiling will fail inspection. You'll have to replace them or build approved insulation dams.

Can I Use Non-IC Pot Lights Anywhere?

Non-IC fixtures are technically allowed only where no insulation exists within 3 inches (75mm) of the fixture. Realistically, the only common scenario is:

  • Exposed/uninsulated ceilings in commercial or industrial spaces
  • Decorative installations in non-insulated soffits

For residential work in Ontario, just buy IC rated. It's not worth the risk or the hassle.

Are all LED pot lights IC rated? Most modern slim LED pot lights are IC rated, but not all. Always check the product specifications and the marking on the fixture itself. All Safer Lighting pot lights are IC rated.

What happens if I install non-IC lights in an insulated ceiling? You're violating Ontario Electrical Safety Code. It will fail ESA inspection, your home insurance could be voided in a fire, and there's a genuine safety risk.

Do I need IC rated lights between floors? Between heated floors with no insulation, non-IC is technically acceptable. But many builders install sound insulation between floors, which triggers the IC requirement. Use IC rated to be safe.
